Sorry if I am ignorant about this.... but do all the NBA teams have the same salary cap ? I mean, is $122 million as much as we are allowed to spend because of some league law ?
Every team has the same salary cap at $100M. Once a team goes over that amount, their flexibility to make moves begins to be reduced.

The luxury tax begins at $119M. Once a team exceeds that value, the limitations to improve the team are even more strict. On top of that, there are significant penalties for being over the luxury tax threashold.

The luxury tax penalties are exponential based on how fare above the luxury tax line and for how many years a team has been above the line.

Blazers are a solid 5th seed in the west after beating the Spurs and Thunder back to back....this is looking a lot better
 
If the Blazers can sustain anything close to this top-five defense, I think they definitely have the potential to be a serious post-season threat. They'll need McCollum to recapture last year's form, but he and Lillard can carry an offense. Just not enough to overcome a terrible defense, as they had in previous years.
