Depends on how what "fuel" you talk about. You can make bio diesel from algae. Isn't that "renewable"?

Biodiesel isn't "oil" though, which is what brainiac mentioned. And I don't see the point of his map. Virgin forests are one thing, but deforestation is another completely. Oregon replants trees.
 
It used to be the conservative argument that you should tie the cost of something as close as possible to the beneficiary. It was an argument I always found pretty convincing. You pay for a road by local people paying taxes for that road, or better yet a local gas tax, or better yet a toll. Tie the benefit to the cost, and you won't get as much reckless spending or regulation.

That's cap and trade. The whole premise of the system is to put a dollar value on the public cost of pollution so that corporations don't free ride. It's a very conservative idea when you consider that the only alternatives are either one-size-fits-all regulation (yuck) or hoping that business who pollute a lot go out of business because of bad PR (good luck with that, given how international commerce has become).

But it's not a "public cost". We have absolutely no idea what the "public cost" of pollution is. It's an excuse to increase revenue to the State of California.
