I suspect this was all part of China's deal for not vetoing the Security Council resolution authorizing our actions in Libya. China would abstain, and not veto, the resolution, then when the first bombs fell China would vehemently demand an end to the violence. All this to save face at home, where China hopes that similarly freedom-minded folk don't start trying to their own aging despots.
