What are the normal numbers? What do you mean by "most everyone came back from China"? That just sounds completely off the reservation.

There was very little time between he announced the travel ban and when it was enacted. Like 2 days. They didn't all come in during that time.

there are no national models,
only state models;
even then the models seem to be more for urban areas.
Cuomo said some models show the apex for NY being one week away
while other models show it being 3 weeks away.

after nearly two weeks and many efforts by McConnell to ram a crappy bill thru, the Senate finally passed the 2 trillion stimulus bill and send it to the House on March 26. The house immediately passed it so trump could sign the bill on March 27 (it was still a crappy bill though)

if you're babbling about the first emergency aid bill, the House passed it on March 14, one day after Trump declared a national emergency which opened up the path for congress to pass legislation. That was passed while the Senate was on recess. It was not until March 18 that the senate was able to get their shit together and send the bill to the president. Again, what the House passed was dependent on a national emergency declaration. It took them one day to get it done

Who are these people? Chinese nationals? Tourists? American citizens?

You are also assuming that everyone who wanted to get out of China wanted to (everyone already came).
You also fail to account for the normal number of travelers who come from China to the US on a monthly basis.

Sure, when there is a virus in China, most Americans would want to get the fuck out of there.

Trump took bold action with stopping influx from China. Even bolder action when he did the same with the EU countries. That was shocking to all.
