I'm not sure I understand your point. Are you saying Portland shouldn't treat sewage? Or that we should treat more sewage? Or that we should just collect rainwater and drink that? Or what?

Yes, it costs money to provide water and sewer service to a city the size of Portland. Is that news to you?

Kind a weird to continue. I get my water from the ground and put it back again. Bandon gets it's water from a creek that runs through town. Treats the water and puts it in the bay. It's salt water, hard to drink that, but it doesn't hurt the crabs. Yes they are edible.

No, I wouldn't drink out of the river in town. But then I wouldn't drink out of the river in any town this size.
