OK, Hal makes this statement but what doesn't explain anything was the quote from Hal in ESPN New York article

Steinbrenner said "dozens of changes" were made in the Yankees department of player personnel in response to the lack of development in the club's farm system, but that Mark Newman, the senior vice president of baseball operations, and scouting director Damon Oppenheimer would remain in their jobs for the upcoming season.

Now let's see, we haven't developed a draft pick of any magnitude since Jeter because I believe Cano was an international signing. So Nearly 20 years and we get "Made dozen of changes"

So who does the drafting, Newman, Opps, and the scouts. So it was all the scouts fault apparently. It was not the philosophy that the FO instituted. So like Penn State in the 70's and 80's was known as Linebacker U. What we have become known as over the past 10 years is "Middle Reliever U. So the same people with the same failing resumes are still there.
