I did something sorta like this but on Photoshop, but it was a workshop/mechanics, I'll post it later.

It looks like something from Habbo because they're both made the same way, just made pixel-by-pixel and there isn't much room for different styles, basically just colours. So if you're an expert at it, you use different shades and colours to make it look really really good and detailed.
