New Strzok texts indicate more gov't leaks amid Russia probe
Ex-FBI official Peter Strzok texted Lisa Page in December 2016 that he was worried about others 'leaking like mad'; Catherine Herridge reports on the latest revelations.
In a comprehensive report issued Thursday, the Department of Justice's internal watchdog blamed a technical glitch for a swath of missing text messages between anti-Trump ex-FBI officials Peter Strzok and Lisa Page -- and revealed that government phones issued by Special Counsel Robert Mueller's office to Strzok and Page had been wiped completely clean after Strzok was fired from the Russia probe.
The DOJ's Inspector General (IG) said that, with help from the Department of Defense, it was able to uncover thousands of missing text messages written by Strzok and Page and sent using their FBI-issued Samsung phones from December 15, 2016 through May 17, 2017, "as well as hundreds of other text messages outside the gap time period that had not been produced by the FBI due to technical problems with its text message collection tool."
But when the IG went looking for the iPhones separately issued to Strzok and Page by the Mueller team, investigators were told that "[Strzok's] iPhone had been reset to factory settings and was reconfigured for the new user to whom the device was issued."
The records officer at the special counsel told the IG that "as part of the office's records retention procedure, the officer reviewed Strzok's DOJ issued iPhone after he returned it to the SCO and determined it contained no substantive text messages" on September 6, 2017 -- weeks after he was fired from Mueller's team for anti-Trump bias.
The officer wrote a note in an official log after reviewing Strzok's phone: "No substantive texts, notes or reminders." But the officer told the IG that she did "not recall whether there were any text messages on Strzok's phone," although "she made an identical log entry for an iPhone she reviewed from another employee on the same day that she specifically recalled having no text messages."

Strzok was removed from Mueller's team in late July 2017 after the FBI discovered he had been sending politically charged anti-Trump text messages -- including several to Page, with whom he was engaged in an extramarital affair. In one text message not initially turned over to the IG but recovered by the watchdog after an in-depth forensics analysis, Strzok assured Page that Trump would not become president because "We'll stop" it from happening. Strzok was fired from the FBI entirely in August 2018.

Similarly, the IG's investigators were told that the special counsel's office was simply "unable to locate the iPhone previously assigned to Page, which had been returned to DOJ's Justice Management Division (JMD)" after she left the Mueller team on July 15, 2017. Page resigned from the FBI entirely on May 4, 2018.
More than a year later, in September 2018, the JMD said it had found Page's iPhone and turned it over to the IG. But, like Strzok's phone, "Page's iPhone had been reset to factory settings on July 31, 2017," even though it had not been reassigned to a new FBI official.
"Neither [Mueller's office] nor JMD's Office of the Chief Information Officer had records reflecting who handled the device or who reset it after Page turned in her iPhone on July 14, 2017," the IG reported.
Senior DOJ leaders told the IG that it is routine practice to reset iPhones before they are reassinged to new users, and after a forensic review, the IG could not find "any data related to Page's use of the device" on the wiped phone.
Unlike with Strzok's phone, the records officer on Mueller's team stated that "she did not receive the phone following Page's departure from the [special counsel's office] and therefore she did not review Page's iPhone for records that would possibly need to be retained prior to the phone having been reset."
While the FBI maintains a system to wirelessly collect text messages sent to, or received by, FBI-issued mobile devices, the IG found that the system had failed systemically while Strzok and Page were texting.
"Approximately 9,311 text messages were recovered from Strzok's [phone] during the collection tool failure period," the IG wrote. "Approximately 10,760 text messages were recovered from Page's [phone] during the collection tool failure period."
The agency switched to a new model of phone for agents amid the problems with the automated system, according to the IG. And in its response to the IG's report, the FBI acknowledged that "text message collection failure, and rate of collection failure, has been an issue the FBI has worked to understand and correct since its identification in 2014."
"During calendar year 2017, the FBI phased out use of the Samsung Galaxy S5 devices by its employees and replaced them with Samsung Galaxy S7 devices because of software and other issues that prevented the data collection tool from reliably capturing text messages sent and received via FBI issued Samsung Galaxy SS mobile devices," the IG wrote.
As an example of the purported problem, the IG noted that the FBl's collection program "had collected (and therefore produced to the OIG) the text message on August 8, 2016, from Page to Strzok that stated, 'He's not ever going to become president, right? Right?!'"
But the program had apparently not collected Strzok's response later in the day,which stated, "No, No he's not. We'll stop it."
"It was only through the enterprise.db extraction that the OIG obtained this Strzok text message," the IG noted, referring to its deep-level probe of a file on Strzok's FBI-issued phone.
The development comes as Strzok -- one of the two agents who personally interviewed since-fired National Security Adviser Michael Flynn at the White House in January 2017 -- is at the center of yet another allegation of possible misconduct. Former FBI Director James Comey has admitted that the decision to send Strzok to interview Flynn without going through the White House Counsel's office broke protocol.
The judge preparing to sentence Flynn on one count of lying to Strzok in that interview about whether he had spoken about sanctions with the then-Russian ambassador has ordered Mueller to produce documents by Friday, after Flynn alleged in a bombshell filing that the FBI pressured him not to bring a lawyer to the meeting. Flynn is set to be sentenced Dec. 18, but the new revelations could delay that date -- or lead to further unexpected developments in Flynn's case.
Texts released in September showed Strzok and Page discussing a “media leak strategy” amid the Russia probe -- even as Strzok's attorney claimed the text merely referred to efforts to stop leaks. Two text exchanges in April 2017 between Strzok and Page in particular attracted the attention of Rep. Mark Meadows, R-N.C., who wrote a letter to the DOJ arguing that the texts raised “grave concerns” about an “apparent systemic culture of media leaking” at the FBI.

"I had literally just gone to find this phone to tell you I want to talk to you about media leak strategy with DOJ before you go," Strzok texted Page on April 10, 2017, according to Meadows, who cited recently produced documents from the Justice Department.
On April 22, though, Strzok wrote, "article is out! Well done, Page," and on April 12 he told her that two negative articles about Page's "namesake" would soon come out, according to Meadows. That was an apparent reference to Carter Page, the former Trump adviser whom the FBI surveilled for months after obtaining a warrant from the Foreign Intelligence Surveillance Act (FISA) court. Meadows' initial letter to Rosenstein stated the "Well done, Page" text was sent on April 12, but in an updated letter Tuesday, he stated that it actually occured later in the month.
On April 11, 2017, the Washington Post published a story titled, "FBI obtained FISA warrant to monitor former Trump adviser Carter Page. The article, citing "law enforcement and other U.S. officials," reported that the DOJ and FBI had convinced a FISA judge there was "probable cause to believe Page was acting as an agent of a foreign power, in this case Russia."
The text message exchanges "should lead a reasonable person to question whether there was a sincere desire to investigate wrongdoing or to place derogatory information in the media to justify a continued probe," Meadows, who serves on the House Oversight Committee, wrote.

(Washington, DC) Judicial Watch today released two sets of heavily redacted State Department documents, 38 pages and 48 pages, showing classified information was researched and disseminated to multiple U.S. Senators by the Obama administration immediately prior to President Donald Trump’s inauguration. The documents reveal that among those receiving the classified documents were Sen. Mark Warner (D-VA), Sen. Ben Cardin (D-MD), and Sen. Robert Corker (R-TN).
Judicial Watch obtained the documents through a June 2018 Freedom of Information Act (FOIA) lawsuit filed against the State Department after it failed to respond to a February 2018 request seeking records of the Obama State Department’s last-minute efforts to share classified information about Russia election interference issues with Democratic Senator Ben Cardin (Judicial Watch v. U.S. Department of State (No. 1:18-cv-01381)).
The documents reveal the Obama State Department urgently gathering classified Russia investigation information and disseminating it to members of Congress within hours of Donald Trump taking office.
- In a Thursday, January 5, 2017, email chain then-State Department Congressional Advisor Hera Abassi indicates that then-Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland’s bureau was attempting to get Russian investigation related documents to the office of Senator Mark Warner (D-VA) office as quickly as possible. (In June 2016 Nuland permitted a meeting between Steele and the FBI’s legal attaché in Rome. Nuland told CBS News that the State Department knew about the Steele dossier by July 2016.)
In the email, with the subject line “For Immediate Review – Call Sheet for S Call with Senator Warner,” Abassi writes:
“I told Cardin’s folks … that the process is long. Can we ensure that there are no holdups on our end?”
Minutes later, Abassi confirms that Nuland was fully aware of the information that the State Department was providing to members of Congress alleging Russia interference information:
“This is definitely on EUR A/S radar!”
- Leaving no doubt that the State Department officials knew they were transmitting classified information, in a Wednesday, January 18, 2017, email with the subject line “Cables/M,” Former Foreign Service Officer Kerem Bilge writes to State Department Congressional advisor Hilary Johnson and others: “Highest class is SECRET/NOFORN.”
Johnson replies:
“FYI – so we can keep the SECRET/NOFORN header, and should declassify it 25 years from tomorrow.
“I forwarded the fully cleared version to the two of you on the high side [Editor’s Note: “high side” is State Department term for high security classification system], but let me know if there’s anything else you need from me on this.
“Note: we’ll need to make sure there is someone in Senate security tomorrow who can accept these.”
- On Wednesday, January 18, 2017, Johnson confirms that classified documents were sent to Senator Corker in addition to Senator Cardin. “Flagging that I sent you a high side request for clearance of the draft transmittal letter to send documents to Senators Corker and Cardin.”
Additionally, involved in providing classified information to members of the Senate was Naz Durakoglu, Senior Advisor to the Assistant Secretary for European and Eurasian Affairs. In an email dated Thursday, January 19, 2017, with the subject line “Signed, sealed, delivered” Durakoglu apparently confirms that Obama State Department officials were eager to provide the classified material before Trump was sworn into office: “We made the deadline!” Durakoglu states [Emphasis added] “Thank you everyone for what was truly a Department-wide effort!”
President Trump was inaugurated less than 24 hours later.

“These documents show remarkable evidence of the non-stop, unethical effort in the Obama State Department to gather and send its own dossier of classified information on Russia in an effort to discredit the incoming Trump administration,” said Judicial Watch President Tom Fitton.
According to a March 2017 report in the Baltimore Sun:“Maryland Sen. Ben Cardin received classified information about Russia’s involvement in elections when the Obama administration was attempting to disseminate that material widely across the government in order to aid in future investigations, according to a report Wednesday … Obama officials were concerned, according to the report [in The New York Times], that the Trump administration would cover up intelligence once power changed hands.”
Judicial Watch has confirmed through previously obtained State Department documents that the Obama State Department did, in fact, provide classified documents to Senator Cardin. The documents also show Russian political interference in elections and politics in countries across Europe. In a section of the documents provided to Cardin titled “Political Parties” and marked as sensitive, Russia reportedly sought to foster relationships with groups in Germany, Austria, and France, to include paying members to travel to conferences in Crimea and Donbas “where they stoutly defend Russian policy.”
The following section titled “Pro-Kremlin NGOs and Think Tanks,” also marked as sensitive, discusses the Russian government funded Caucasus Research Network, which helped to spread anti-EU and NATO reports throughout the region. Also discussed is the Human Rights Accountability Global Initiative, which was founded by Natalia Veselnitskaya. The Initiative was reportedly “working to erode support for the Magnitsky Act (which imposes sanctions on … gross human rights violations). The organization screened an anti-Magnitsky film at Washington’s Newseum in June.”
The Magnitsky Act attracted public attention earlier this year when it was reported Veselnitskaya obtained a meeting with Donald Trump Jr. with the purpose of seeking to undermine the act. It was reported that Russian President Vladimir Putin wanted to repeal the act at least in part because it targeted top Russian officials who had committed human rights violations and were the beneficiaries of a $230-million tax fraud that Magnitsky exposed.

Judicial Watch has confirmed through previously obtained State Department documents that the Obama State Department did, in fact, provide classified documents to Senator Cardin. The documents also show Russian political interference in elections and politics in countries across Europe. In a section of the documents provided to Cardin titled “Political Parties” and marked as sensitive, Russia reportedly sought to foster relationships with groups in Germany, Austria, and France, to include paying members to travel to conferences in Crimea and Donbas “where they stoutly defend Russian policy.”
The following section titled “Pro-Kremlin NGOs and Think Tanks,” also marked as sensitive, discusses the Russian government funded Caucasus Research Network, which helped to spread anti-EU and NATO reports throughout the region. Also discussed is the Human Rights Accountability Global Initiative, which was founded by Natalia Veselnitskaya. The Initiative was reportedly “working to erode support for the Magnitsky Act (which imposes sanctions on … gross human rights violations). The organization screened an anti-Magnitsky film at Washington’s Newseum in June.”
The Magnitsky Act attracted public attention earlier this year when it was reported Veselnitskaya obtained a meeting with Donald Trump Jr. with the purpose of seeking to undermine the act. It was reported that Russian President Vladimir Putin wanted to repeal the act at least in part because it targeted top Russian officials who had committed human rights violations and were the beneficiaries of a $230-million tax fraud that Magnitsky exposed.

When I was asked by the House Committee on Oversight and Government Reform’s Subcommittee on Government Operations to testify this week about the Clinton Foundation, I knew the challenge would be organizing the vast trove of information we have accumulated through court action over the past several years.
That evidence, I told the committee, warrants a serious investigation of the Clinton Foundation. Moreover, there is evidence that the Obama Justice Department suppressed an investigation of the Foundation.
A joint investigation by the Washington Examiner and the nonprofit watchdog group Judicial Watch found that former President Clinton gave 215 speeches and earned $48 million while his wife presided over U.S. foreign policy, raising questions about whether the Clintons fulfilled ethics agreements related to the Clinton Foundation during Hillary Clinton‘s tenure as secretary of state…
State Department officials charged with reviewing Bill Clinton’s proposed speeches did not object to a single one.
[A]n inspection by the Examiner and Judicial Watch of donations to the Clinton Foundation, Hillary Clinton’s personal financial disclosure forms, and the State Department conflict-of-interest reviews show that at least $48 million flowed to the Clintons’ personal coffers from many entities that clearly had interests in influencing the Obama administration — and perhaps currying favor with a future president as well.
I detailed for the committee Bill Clinton’s speeches in Saudi Arabia, the UAE, and China, all of which poured enormous sums into the Foundation. And there were Bill Clinton’s infamous speeches in Russia. There he gave two for $625,000. One was to the Russian investment bank, Renaissance Capital, at a 2010 event.
I also reminded the committee that it was our efforts that uncovered Hillary Clinton’s notorious private email system, which effectively shielded her various dealings. After our lawsuits forced the disclosure of the Clinton email server, another Judicial Watch lawsuit broke open what is now known as the Clinton Foundation pay-to-play scandal.
Emails we uncovered demonstrate that Clinton Foundation donors and supporters received special favors and consideration from the Clinton State Department. Just one example:
Crown Prince Salman of Bahrain: A Judicial Watch-obtained Huma Abedin-Doug Band email exchange from 2009 revealed that Crown Prince Salman of Bahrain requested a meeting with Secretary of State Clinton but was forced to go through the Clinton Foundation for an appointment. Abedin advised Band that when she went through “normal channels” at State, Clinton declined to meet. After Band intervened, however, the meeting was set up within forty-eight hours. According to the Clinton Foundation website, in 2005, Salman committed to establishing the Crown Prince’s International Scholarship Program (CPISP) for the Clinton Global Initiative. And by 2010, it had spent $32 million in conjunction with CGI. The Kingdom of Bahrain reportedly gave between $50,000 and $100,000 to the Clinton Foundation. And Bahrain Petroleum also gave an additional $25,000 to $50,000.
Because the Clinton Foundation issue is not a “private” scandal. It is a State Department scandal, it is an FBI scandal, it is a Justice Department scandal, it a foreign potentate scandal, it is a shady corporation scandal, and, for sure, it is a government transparency scandal.
The documents reveal that among those receiving the classified documents were Sen. Mark Warner (D-VA), Sen. Ben Cardin (D-MD), and Sen. Robert Corker (R-TN).
We obtained the documents through a June 2018 Freedom of Information Act (FOIA) lawsuit against the State Department after it failed to respond to our February 2018 request seeking records of the Obama State Department’s last-minute efforts to share classified information about Russia election interference issues with Democratic Senator Ben Cardin (Judicial Watch v. U.S. Department of State (No. 1:18-cv-01381)).
The documents show the Obama State Department urgently gathering classified Russia investigation information and disseminating it to members of Congress within hours of Donald Trump taking office.
In the email, with the subject line “For Immediate Review – Call Sheet for S Call with Senator Warner,” Abassi writes:
- In a Thursday, January 5, 2017, email chain then-State Department Congressional Advisor Hera Abassi indicates that then-Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland’s bureau was attempting to get Russian investigation related documents to the office of Senator Mark Warner (D-VA) office as quickly as possible. (In June 2016 Nuland permitted a meeting between Steele and the FBI’s legal attaché in Rome. Nuland told CBS News that the State Department knew about the Steele dossier by July 2016.)
“I told Cardin’s folks … that the process is long. Can we ensure that there are no holdups on our end?”
Minutes later, Abassi confirms that Nuland was fully aware of the information that the State Department was providing to members of Congress alleging Russia interference information:
“This is definitely on EUR A/S radar!”

- Leaving no doubt that the State Department officials knew they were transmitting classified information, in a Wednesday, January 18, 2017, email with the subject line “Cables/M,” Former Foreign Service Officer Kerem Bilge writes to State Department Congressional advisor Hilary Johnson and others: “Highest class is SECRET/NOFORN.”
“FYI – so we can keep the SECRET/NOFORN header, and should declassify it 25 years from tomorrow.
“I forwarded the fully cleared version to the two of you on the high side [Editor’s Note: “high side” is State Department term for high security classification system], but let me know if there’s anything else you need from me on this.
“Note: we’ll need to make sure there is someone in Senate security tomorrow who can accept these.”
Additionally involved in providing classified information to members of the Senate was Naz Durakoglu, Senior Advisor to the Assistant Secretary for European and Eurasian Affairs. In an email dated Thursday, January 19, 2017, with the subject line “Signed, sealed, delivered” Durakoglu apparently confirms that Obama State Department officials were eager to provide the classified material before Trump was sworn into office: “We made the deadline!” Durakoglu states [Emphasis added] “Thank you everyone for what was truly a Department-wide effort!”
- On Wednesday, January 18, 2017, Johnson confirms that classified documents were sent to Senator Corker in addition to Senator Cardin. “Flagging that I sent you a high side request for clearance of the draft transmittal letter to send documents to Senators Corker and Cardin.”
President Trump was inaugurated less than 24 hours later.
These documents show remarkable evidence of the non-stop, unethical effort in the Obama State Department to gather and send its own dossier of classified information on Russia in an effort to discredit the incoming Trump administration.
- In a Wednesday, January 18, 2017 email, Naz Durakoglu signed off on the document transmittal letter on behalf of her bureau. This letter accompanied “the documents to Senator Corker and Cardin”
- In a Thursday, January 19, 2017 email, Durakoglu appears to confirm that she is who carried the documents from the State Department to Capitol Hill. She states, “I will be carrying over the cables to the Hill.”
According to a March 2017 report in the Baltimore Sun:
“Maryland Sen. Ben Cardin received classified information about Russia’s involvement in elections when the Obama administration was attempting to disseminate that material widely across the government in order to aid in future investigations, according to a report Wednesday … Obama officials were concerned, according to the report [inThe New York Times], that the Trump administration would cover up intelligence once power changed hands.”

In examining the cast of FBI and senior Department of Justice (DOJ) officials fired, retired, resigned and under investigation since May 2017, the breathtaking scope of the FBI’s unprecedented criminal efforts to steer a presidential election and frame a newly elected president serves as Exhibit A for the organization’s disbandment. The “leadership” that willfully and corruptly ignored Hillary Clinton’s criminal mishandling of highly classified information had no problem faking a counterintelligence investigation to smear and destroy President Trump.
A recitation of the FBI/DOJ Litany of Shame is called for: Comey, McCabe, Strzok, Page, Baker, Ohr, Yates, Priestap, Rybicki, Kortan, Campbell, Turgal, Bower, Steinbach, Giacalone, Laufman, Carlin, McCord — there are more, and eventually we’ll learn their names. Some took unlawful action draped in the American flag and smarmy self-righteousness. Some were careerists craving a retirement paycheck and a strong resume, standing by and doing nothing — negligent or complicit with guilty knowledge
The group dubbed the “Secret Society” by FBI lawyer Lisa Page in a text to self-anointed FBI “Super Agent” Peter Strzok had a clear goal: Stop Trump. But how to do that “legally”? How does one manufacture a phony Russia hoax and hang it around Trump’s neck when you’re constrained from going after his campaign, organization and staff?
The FBI is specifically prohibited from penetrating and subverting U.S. organizations under the provisions of Executive Order 12333, Section 2.9: “No one acting on behalf of agencies within the Intelligence Community may join or otherwise participate in any organization in the United States on behalf of any agency within the intelligence community without disclosing his intelligence affiliation to appropriate officials of the organization, except in accordance with procedures established by the head of the agency concerned and approved by the attorney general.” That’s tough for the “secret society.”
Could they — would they — rely on Attorney General Loretta Lynch, and have her office generate a legal finding memo? An actual, discoverable, legal record detailing and authorizing an operation against a presidential candidate? Too risky on a few levels.
But there’s more to Section 2.9: “Such participation shall be authorized only if it is essential to achieving lawful purposes as determined by the agency head or designee. No such participation may be undertaken for the purpose of influencing the activity of the organization or its members except in cases where: (a) The participation is undertaken on behalf of the FBI in the course of a lawful investigation; or (b) The organization concerned is composed primarily of individuals who are not United States persons and is reasonably believed to be acting on behalf of a foreign power.”
That second portion of Section 2.9 was exploited by Strzok & Co to create the predicate for a foreign counterintelligence investigation overseas that would then be “imported” back into the United States — circumventing the prohibition on “Undisclosed Participation in Organizations Within the United States.” Using this technique, Strzok & Co wouldn’t be offensively targeting the Trump operation to subvert his election and presidency. The FBI would now be “reacting” to a foreign intelligence threat.
Hence, we have the widely reported (FBI designed and orchestrated) events surrounding Carter Page, George Papadopolous, Stef Halper, Joseph Mifsud, Alexander Downer, et al. Super Agent Strzok even traveled to the United Kingdom (the safest “Outside the Continental United States” [OCONUS] operating environment for the FBI) to grease the skids for a counterintelligence “dangle” operation. The reader will recall Lisa Page’s December 2015 text message: “You get all our oconus lures approved?,” to Strzok.
Having personally run double-agent operations as a counterintelligence case officer, I’m not guessing at this language and intelligence tradecraft.
Thrilled with the initiation of their foreign counterintelligence investigation implicating Trump “associates,” (and laundering the criminality of their end-run of “undisclosed participation”) the secret society could launch full-bore with an array of techniques and tradecraft. Keep in mind that the FBI/DOJ never gave Trump a “defensive security briefing” that is standard when FBI/DOJ comes upon a foreign counterintelligence threat to a U.S. organization or corporation. Never.
Not coincidentally, the “Trump Dossier” appears on the scene — thanks to Hillary Clinton and Democratic National Committee funding, via a couple of cut-outs, to actual Russians (a crime actually worth investigating). Next come the Foreign Intelligence Surveillance Act warrants, predicated on Hillary’s mercenary’s lies. Now we know the FBI went so far as to phony-up investigative reports (“302s”) in the related framing of LTG Mike Flynn. Is there anything the FBI/DOJ leadership wouldn’t do to stop Trump?
Here’s the big picture: there are the crimes described above — and there are the crimes to facilitate and then cover-up the underlying activity. That’s where the FBI got lost. It’s gone. No sensible American believes in the organization anymore. The DOJ is right there with them. Compromised, arrogant, ruthless, vindictive, detached, self-righteous, hypersensitive to criticism and largely immune. A fish rots from the head down. Go back and read the FBI/DOJ Litany of Shame. Review Comey’s arrogant, smug, Flynn-interview statement: “something I probably wouldn’t have done or maybe gotten away with in a more … organized administration.”
The answer is to create an investigative division within the U.S. Marshals Service and laterally transfer over vetted, honest FBI agents. Collapse the decayed wreck of the FBI within six months and hope the American public can once again believe in “Equal Justice Under the Law.”
