The president’s economic proposals are too little and far too late.

Six long years into presidency, Barack Obama has finally made the middle-class an explicit priority— placing “middle-class economics,” as he called it repeatedly in Tuesday’s State of the Union address, front and center on his agenda. But what the president is asking for may be too little and it’s arriving far too late. While his proposals are sensible— lowering the tax burden on middle-class families and expanding access to education, job training and retirement, in part by closing loopholes and raising taxes on capital gains—very few of them have much chance of passing.

If only Obama had started his presidency on this note—rather than announce this vision as a lame-duck who must face down a Congress bristling with a historic number of Republicans. A GOP-controlled Congress that is further to the right and a White House moving towards the left do not offer much prospect of common ground.

Obama’s passionate embrace of middle-class economics was far less apparent six years ago when it was most needed and when millions were yearning for it. Then, there was a chance to implement such a program; today, the most that can be hoped for is to frame the debate over the next two years and set the parameters for the 2016 elections. Six years ago, middle-class economics might have been the basis of policies; now it is the basis for political positioning.

DALTON, Georgia Jan 18 (Reuters) - Barack Obama enters the final two years of his presidency with a blemish on his legacy that looks impossible to erase: the decline of the middle class he has promised to rescue.

The revival of middle-class jobs has been one of Obama’s mantras since he took office in 2009 fighting the worst economic crisis in generations. It was a major theme of his last State of the Union address and is expected to feature in the one scheduled for Tuesday.

Administration officials said on Saturday the president would propose higher capital gains taxes, new fees on large financial firms, and other measures to raise $320 billion for programs and tax breaks aimed at the middle class.

Obama’s administration can take credit for stabilizing the U.S. economy, which is growing again and last year added jobs at the fastest clip since 1999.

But for the middle class the scars of the recession still run deep. Federal Reserve survey data show families in the middle fifth of the income scale now earn less and their net worth is lower than when Obama took office.

In the six years through 2013, over the recession and recovery that have spanned Obama’s tenure, jobs have been added at the top and bottom of the wage scale, a Reuters analysis of labor statistics shows. In the middle, the economy has shed positions - whether in traditional trades like machining or electrical work, white-collar jobs in human resources, or technical ones like computer operators.

Income inequality has been growing since the 1970s, but President Obama's economic policies are making it worse and making it grow much faster than did either Presidents Bush or Clinton.

Globalization is driving the sinking fortunes of many ordinary Americans.

Prior to World War II, the U.S. economy was largely isolated. It traded with the world much less than did rivals like Germany because labor was scarcer and wages were higher for ordinary workers than just about anyplace else.

The New Deal strengthened unions and the post-war growth of manufacturing created a thriving middle class. Competition for workers tended to raise wages in service activities too.
