Traveling bubble sounds like an interesting idea. Hold 1 week events at different locations around the country.
There are only 150 players. Have a 1 week tournament every month. Then they get a week off, travel to the next destination and quarantine for 2wks. Rinse repeat.
Not sure how the financials would look, but it seems like it could be manageable.
