Absolutely. But those types of close plays happen in every no-hitter/perfect game.

wood only allowed 1 hit, and a hit batter so 20/29 = 69%

cain/ koufax 14/27 = 52%

clemens 4/29/86---20/30 (3 hits allowed) = 67%

clemens 9/18/96---20/31 (4 hits allowed) = 64% (he had 19 after 8 innings)
