I agree with a lot of your take here but if he's your family....wouldn't the "we" be your in laws? Intervention? Sounds like this should be addressed at home..
It's not that kind of drug problem. Interventions are for people who can be reasoned with. My brother in law can't be reasoned with. He's the kind of person who hears voices. He has brain damage from bad shrooms. The guy is on social security because he cannot get a job and he can't take care of himself. He has the social skills of a child, but he's the size of a linebacker and he's violent.
As I said, my in laws have tried everything. They have tried to get him into specialized programs. They have tried to have him committed to hospitals. Nobody will keep him. The cops don't want him until he commits a felony. They just keep giving him probation.
