I don't really know much about how your process works. At this stage does it seem like she will be indicted and if so what is the hold up?
There is political pressure in the democratic administration to not act, as it would hurt or kill her chances.

The justice department wants to be thorough in making its case. From the reports, the scope of the investigation has grown to include several of her top aids as well as the Clinton Foundation. The foundation alone requires study of numerous donations while she was Secy of State, repeated subpoenas to force those involved to testify under oath (penalty of law: lying is an imprisonable offense), etc.

Her actions at the very least include subversion of our government freedom of information regulations, unsafe handling of top secret information, attempted destruction of potential evidence, etc.

She's changed her story several times to try to explain away facts that come out that show her previous statements are lies. That alone would be criminal obstruction of justice.

People mistakenly say things like her predecessors did it too. None of them condone Hillary's operations and some are also being investigated for similar email misuse. Plus the government regulations on email handling changed over time, and she deliberately violated the ones when she was in office.

The Foundation investigation appears to be centered around several/numerous substantial donations to the foundation followed by favorable trade or political favors by Secy of State to those donors.

The political pressure might cause the administration to drag their feet on indictment and prosecution. Until after the election or even until when she might assume office if elected.

I don't think any charges will be ignored. If there is cause or causes to indict, it will happen.

Or they will offer a plea deal.

Such a deal would kill her election chances if it happens or is offered before the election.

100-150 FBI agents indicates a significant investigation is under way. No doubt.

The Clinton Foundation will make a giant donation to Obama's presidential library and he'll issue her a pardon.
 
If she's indicted aren't they gonna shove Biden into the nomination?

No, but it would be hard for voters to justify voting for a potential felon. Or for a candidate that may end up in jail after getting elected.
 
Biden jumping in at this stage would be a real kick in the dick for Bernie.
 
I'd also add that Obama can just pardon her and the investigation would end. Again, though, that would not bode well for her election chances. It's not exactly an admission of, or indication of, guilt, but in the court of public opinion it would be.
