The first thing that struck me when both Noem and Vance declared that the murderer had been dragged or hit by vehicles twice in the past few months is that that guy is a complete idiot with serious learning disabilities. He obviously did not know proper procedure (or common sense) in the first incident, and obviously didn't learn a fucking thing from it, leading to yet a second (AND third) incident. As a long time supervisor, had my subordinates been that chronically stupid, they would have been fired. And I would have been disciplined (at the very least) for not doing a better job of managing and training those subordinates. But then, I wasn't in law enforcement, and it is a proven fact that LEOs are held to a much looser standard (assuming they are held to any standards at all). Noem should be held responsible for poorly trained and supervised employees, instead of blaming everything and everyone else.
