Ha ha! The end of the article mentions MADD, the bogus police front whose only purpose is to collect government funding and spend it on ads and press releases. In every city, some policeman's wife gets drafted into pretending to be a committee of local MADD hats. This started in the Reagan decade, with ridiculously expensive multicolor newspaper ads promoting the fake organization instead of the supposed cause.
