higher is better for ORtg. you've got it <=110 cutting out Chris Paul, Dragic, Conley and probably others.

also your >= 19 PPG would cut out chris paul anyway, who happens to lead all PG in both ORtg & PER. PGs who create so much for their teammates shouldn't be judged on scoring.
My bad but your last sentence is exactly my point. How are they determined to be all-star worthy and by who? He wont be voted in as a starter which means the coaches will vote him in if he made it. Then it might come down to what that individual coach values. Who will that coach be? Lionel Hollins, Scott Brooks or Pop?
