I would say he's definitely a pure point guard, whereas Westbrook and Rose are not. I wouldn't say he's CP3 though. Maybe a Deron. Paul is a better defender, and really very few point guards in the history of the NBA were on the same level as Paul.
If we're talking prime Paul, then I would agree, but really, the current Paul isn't close to the Paul of a few years ago.
Of all the players above, he's the most like Deron Williams, awesome scoring ability with near elite but not quite elite vision. Honestly though, I think he's different enough that he should just be classified as "Lillard".

Lillard already looks like the best point guard in Blazer history. He can shoot the lights out and he's a brilliant passer. Imagine how good he's going to be by the end of the season.
To be an all time blazer great Lillard will either need to
1) win us a championship, or
2) have a long and productive career.
