Stepien Rules didn't allow them to protect that pick, so they didn't have a choice. That pick also only had a 2% percent of winning the lottery that year.

This is what I got from Stepien Rules

In fact, all of these questionable moves led the NBA to institute what is commonly known as the "Stepien Rule," which states that a team (usually) cannot trade its first-round pick in consecutive years

if a team has already traded say its 2013 pick, it isnt allowed to put protections on a 2011 pick that might force them to lose it in 2012, hence two years in a row. also tin foil hat and 9/11
 
We're in the same boat, though. Right now, the team is hamstrung a bit with its trade of the 2013 first-rounder to CHA (part of the 2011 Wallace trade). It’s top-12 protected, which sounds like a good plan. However, it also means that there isn’t a concrete scenario for when it will actually be able to be used by CHA, which means that the Stepien Rule is in effect for the team and none of its first-round picks are able to be traded. I mean, let's say for giggles that BKN would accept our two lotto picks (after we use them in the draft, of course) and our 2015 for and signed-and-traded Deron Williams. We don't know that we'll be good enough in 2012-13 to have to give up our pick, which would move us giving it up to 2014. But then we can't trade 2014 AND 2015 b/c they're back to back. And the protection goes out almost as far as you can trade picks for, so ditto for 2016, 2017 and 2018. So that's one piece of ammo we can't trade away. Unless we get a future first from someone trying to move up. Then the team can trade that anytime it wants to.

He sidestepped my question about how you convince a topflight free agent to sign with a small market like Portland.

Did we get Neil's vitals? Whats his BF%? How many minutes can he run the mile?

It's not like he was the assistant GM there. He was the VP of basketball operations.

This guy is a snake.

You obviously have no understanding of the business of basketball. Front office guys work for a paycheck just like players.

Who cares? His job is to get deals done and negotiate. Sounds like he did that with his own career. What's the problem?

This reminds me when Barrett said candidates were knockin' down the door to interview for the Blazers' GM position and said the people who think otherwise were uneducated

I pretty much just said he's proven nothing as GM of the Blazers
