Correct. Have you seen The Union by any chance?You answered your own question. Basically they are saying they won't go after end users. Dealing is still an offense. It will reduce crowding in the prisons and the court system, which will save them money in the long run.
They will not solve their problems until they deciminalize drugs period. Prohibition does not work. It never has, and never will unless you have a big brother society to support it, and even then it's success will be limited at best.

Yeah, that would give the Mexican cops a good laugh. If you're an American and get caught with drugs I don't care if it is legal, they're going to jack you up until they get a lot all of your money before they let you go.

I was actually about to go to Mexico this weekend but I see you TRULY cant go anymore without a passport even if you drive in, and only go to Rosarito. I have a passport but my friends dont
