How exactly do the #'s on the wall relate to height?

As in, they don't seem to align with each other, so what to the #'s on the left indicate vs the #'s on the right?

I would assume, from this picture, this guy is about 5'7"...but that doesn't equal 70".

Someone who is smarter than I needs to answer this (there's a long line, so be patient).

The closet thing I can come up with is centimeters. 170 centimeters does equal about 67 inches...but Im not sure why they don't have the hundreds present.

The right is inches. The left is centimeters, with the understanding that it's over 100.
