Mystery Speed Effect

Follow this tutorial to get this mysteriously zoomed effect.

1) Create a new document, any size will do however my image proportions are 300x300 pixels.

2) Take the pencil tool and scratch around the image bit, I've changed the color pallet to #AAAAAA (a light shade of grey), you should have something like this:

3) Now we fill in gaps using the fill tool, make sure the color pallet is still set to the same shade of grey used above.

There are numerous ways to fill the gaps, best way for me is the use the magic wand tool to select the shape, and then click the marquee tool > right click on image and press fill. Repeat that 5-7 times and you'll have something like this:

4) Time to create our effect, so select 'Filter' > 'Blur' > 'Radial Blue' and use the popup dialog to changes these values:

5) Lets invert the colors, to do this press 'CTRL + I'.

6) Now lets give the edges a makeover, do this by selecting 'Filter' > 'Stylize' > 'Find Edges' and press 'CTRL + I' again to invert the colors back to black.

7) Finally, you can give the image color by using the hue/saturation dialog, access this by pressing 'CTRL + U' and move the scrollbars along to change color.
