There is a legal limit for most activity done while younger than 18 unless it is particularly egregious.

However, applying for a job as a justice on the U.S. Supreme Court calls for incisive inquiry. I don't think the assault on Professor Ford should be dispelled to readily and I certainly wouldn't dispel what happened in college. For a position on the city council, I wouldn't scrutinize that much.
