5. Portland 7-3
Last Week: 9 Of all the crazy scores we saw in what turned out to be Blowout Week, let's make sure we note that Portland's 84-50 halftime lead over Denver triggered the madness. I'd guess that the Blazers, mind you, are undoubtedly prouder of their top-10 D and exceeding-expectations bench crew.
No it wasn't tipped, but they didn't start the clock when they were supposed to!

But is it a human whose doing it? If so, perhaps their reaction time was just that slow? From seeing him touch to pressing the "Go" button. Otherwise, IDK.

That's why you count frames of video. The refs did it to confirm Lillard and Roy's Houston threes... it's not Rocket Surgery (though in both cases, we ripped out their hearts, so maybe it was!)
But are they supposed to count frames during a replay when the clock was not started correctly? I guess what I mean to say is, do they have the authority there to do that?
Iv heard it quiet a few times talked about by announcers/media folks that .3 is the least amount of time needed for a shot attempt and all that allows is a tip in.I think it is just a judgement call by the ref. With just .03 seconds they give you a quick catch and shoot. If the shooter's motion is anymore than just that, then I think they disallow it. i think this one was close enough.
I just don't think they can rely on the reaction time from a human who starts the clock the exact same time the player touches the ball. I think what you can and can't do...is already established before the play starts.

I thought .4 was the minimum for a catch and shoot.i thought it was anything less than .03 was a tip in only, but .03 was the minimum for a catch and shoot.

Guess ill look it up when I get home to make sure.
The Official Rules of the National Basketball Association state
NO LESS THAN :00.3 must expire on the game clock and shot clock when a ball is thrown inbounds and then hit instantly out-of-bounds. If less than :00.3 expires in such a situation, the timer will be instructed to deduct AT LEAST :00.3 from the game clock and shot clock. If, in the judgment of the official, the play took longer than :00.3, he will instruct the timer to deduct more time. If :00.3 or less remain on the game clock when this situation occurs, the period is over. If :00.3 or less remain on the shot clock when this situation occurs, a shot clock violation is called.
The game clock and shot clock must show :00.3 or more in order for a player to secure possession of the ball on a rebound or throw-in to attempt a field goal. Instant replay shall be utilized if the basket is successful on this type of play and the game clock runs to 0:00 or the shot clock expires on a made basket and the officials are not reasonably certain that the ball was released prior to the expiration of the shot clock. The only type of field goal which may be scored if the game clock and shot clock are at :00.2 or :00.1 is a “tip-in” or “high lob.”
