Here's an article on the difficulties for small teams signing buyouts. (Although we know San Antonio just signed one).
When a player grows discontented, he pushes for a trade. When no trade materializes, he pushes to get released or bought out. Teams feel pressure to agree, out of fear of alienating agents or being perceived as indifferent to a player’s wishes. Those things can haunt a team, especially a small-market one, when free agency rolls around. “It’s very, very hard for the small markets or mid markets to say we’re not gonna buy you out,” said one small-market GM, “because you can’t get players there anyway. If you don’t do them favors, an agent will say, ‘I’m not gonna bring my guys to you.’”

I'm going to say it again, if this roster that Olshey put together has to play even one play-in game... the team should not hesitate. They should fire Neil the day the regular season ends. Start searching for a replacement so you can have someone in place and up to speed by draft day. That person can figure out what to do with Terry.I'm telling you all right now... Olshey is going to convert Blevin's contract and call it a day.
The team you see right now is what we're going into the play-in games with.
lolol I mean I don’t really have a prediction, but converting Blevins to a standard contract would be absolutely ridiculous, even for Olshey.
My guess is he’s waiting to see who else gets bought out before the deadline. If no one interesting becomes available he’ll sign someone that’s already a free agent.
Olshey has until Tuesday or Wednesday to add at least one player, which is also the deadline for teams to buyout guys that would still be eligible for the playoffs.

one thing we should pay attention too the rest of the way is all the tiebreakers
* Portland already owns the tiebreaker with Dallas and Golden State (although the Warriors are 10th and the mavs are 3.5 games behind Portland)
* Lakers and Suns already own the tiebreaker with the Blazers
* Blazers are down 0-1 against Utah, LAC, Denver, and Spurs
Portland doesn't want to be in a position where every team above them or even owns the tiebreaker
At this point signings will be end of the bench nobodies.
The rotation is set, barring any injuries.
