Also, keep in mind that in a socialistic country, the Doctor who must have at least 12 years of college and internship should get a pay deduction, while the guy that was a high school drop out and works construction gets a pay increase.

The problems are manifold, but can be boiled down to BIG. Big mostly evolves into bad. Big Business, Big Government. Big Labor. Etc. To reduce income inequality without violating the Constitution and civil rights the U.S. would need to do a lot that is different than they do now. Pretty much whatever is law and policy now, do the opposite or go in the other direction.:
1) Secure the borders, reform the immigration system and lower overall immigration levels, require employers to verify the legal right to work of employees. Purpose is to reduce the competition for jobs. Making labor more valuable.
2) Increase Tariffs on imported goods. (Legal in the Constitution!) Increased inspections and regulations of imported goods to match levels of inspections and regulations of goods produced in U.S. to eliminate unfair advantage certain imported goods have in these areas. Purpose is to reduce competition for U.S. produced goods and prevent flooding the U.S. with imports.
3) Big Government: it favors big business over small business and entrenched over startup and big money over no money. Make government smaller, reduce overall regulation levels, focus especially on the overly complicated rules favoring the well connected.
4) Legal Reform: the civil court system has been neglected, but is important for "blind" justice. Without a quality justice system the powerful (and rich) maintain a significant advantage in the legal system, which over time boils down to keeping and/or grabbing more money.
5) Big Labor: A quality labor movement is important for bargaining with powerful and rich business interests. Unfortunately during the New Deal Era Labor laws entrenched a horrible system that is unbalanced, encourages graft and corruption and too big Labor groups that are much more interested in national politics of the Leftist variety and feathering their own nests, than in the long-term welfare of their members. Big Labor needs to be reformed into small labor.
6) Restrictions on mobility: many roadblocks prevent the poor and middle class from moving up: licensing rules, regulations, tenure and such. This should be reduced or eliminated so there are more paths available for advancement.
7) Corporations and Financing: Corporations are creatures of the state. The current organizing laws and tax laws mostly favor large corporations over smaller ones and startups. Reform corporate laws and taxation so that is no longer the case.
8) Monopolies: most monopolies maintain their status through government rules of various sorts. Root out the causes of monopoly power: abuse of patent system, licensing rules, regulations, etc.
9) Money: The activities of the Federal Reserve favor the wealthy. The boom/bust cycles, massive money rotations, shady exotic financial instruments that would be fraud under a common law court, fractional reserve banking all make it very difficult for those without much money to acquire it and give great opportunities for those sharp folks with money to enjoy huge financial windfalls.
