I don't know if the OP is being serious or not, but this isn't much of a smoking gun. Paying for background information on PSA's is okay by the NCAA. Paying someone to secure the PSA isn't. Oregon did the former not the later and they did it above board using University checks that they absolutely knew would be scrutinized. Cash is the currency of choice of cheaters

The athletics department paid for services rendered by a pair of scouting services that were processed through the athletics department business office to Complete Scouting Services and New Level Athletics. This is no different than services purchased by a number of colleges and universities throughout the country.
This is something we remain confident that is within the acceptable guidelines allowed by the NCAA and occurred with the knowledge of the department’s compliance office.
We have previously stated that we have not been in contact with anyone from the NCAA or Pacific-10 Conference in regards to these practices and that situation remains unchanged.

Sounds shady to me. Basically Oregon paid Will Lyles $25K to secure Seastrunk. That's what I take from it.

Oregon believes it broke no rules here. Again, for the NCAA to decide. Kelly himself will tell you he stopped using Flenory's services when the NCAA instituted a rule last year that prohibited those types of payments to people running camps. And that's good. Kelly told me this week, "We've done nothing wrong."
Still, the connection with Lyles is a disgrace to the university. It was wrong. This mess didn't create itself. Oregon engaged in a business relationship with what amounts to a glorified runner. And the Ducks got dragged down because of it.
Whatever Lyles sold Oregon -- contact numbers and information, we're led to believe -- came with a deeper, darker price. Worst case, Oregon knew it was buying players. At the very least, this transaction comes with serious question about why Oregon paid a slick character so much public money.
