No, I can't asnwer that. But perhaps you can enilghten me, since it seems as though you understand the legal system much more than I do. Why would holder even need or want to talk to the police chief? Isn't this something that could have been handled through the PD's internal affairs division without it even getting to the white house and starting a witchhunt against "racist cops"?
I think you and I agree on much with this issue but it seems to me that if I think that people everywhere need to stop this victim mentality and I believe that police are in that line of work because they want to help and not just carry out systemic racism, then I should give minorities the benefit of the doubt that they are not all drunk, illiterate, crack dealers. I prefer (maybe in naivete) to believe that once the leaders in those communities start to improve their lives, then others will follow suit. But name calling and looking for ways to destroy those commutities, even calling for bombing them, instead of trying to improve them seems counterproductive and racist. And it is that mentality that these "thugs" refer to when they believe the rest of the nation is out to get them and keep them in poverty.

Honestly I am a Pacifist at heart, yet spent my life designing, stress and other testing, performing Engineering work, on Aerospace Stress. Design, to create a natural Air Frame Stealth bird, for something almost the width of a football field....RCS/LOA systems and applications. Creating Rocket and Propulsion Systems, right down to Manned Space Flight via the Orbiter Vehicles, (more commonly known as Space Shuttles). From Satellite software engineering, for many Nav Sat Systems including GPS work on the very 1st Shuttle Mission to have GPS aboard Discovery, the 1st shuttle to be outfitted with GPS, while launching a GPS satellite, the 1st of many. This list can be endless, software engineering on Stealth Radar Systems, and Avionics creation to deployment. It took us years, to create a truly invisible 200+ feet wide Flying Wing.....Designing and testing the Ejector Fairings on the B2, was belirve it or not, one of the most demanding long term design apparatus, to get a NO Contrail performance out of those B2s, which is still one of the highest guarded secrets on that bird.
One thing since DE-classified is: the External Airframe, skin panels, et al. on the exterior, could be no more than a .003 anomaly. When completed with its many coats of still TSAR paint applications for LOA, once completed, the B2 looked like it was made of glass. With a glove on one could feel the outer skins of the B2, and it indeed felt like glass with no anomalies. Incredible a Air Vehicle.
I could go on forever, with approximately 50 or more contributions, our Engineering group,created, tested and implemented into our most secret of Air Vehicles to TSAR Shuttle Missions....Yep, I could do this all day, that is, blabber on....
