OT:Is there a way to limit people on the forum from spamming threads?

Certain people seem to be posting the same stuff over and over, beating a dead horse into the ground, burying it, digging it up again and beating it some more.

My question: Is there a way to control spamming clowns besides having to block them?

Yes, this is very simple.

1) Click the "User CP" link at the top
2) Under "Settings & Options" click "Edit Ignore List"
3) Add whomever you'd like

You could also show self-restraint and simply never respond to those posters.
