I don't know that any team has a 13.5M DPE, and Smith isn't on a min deal, so only a TPE (or straight cap space) can claim him. No team has a TPE that high (BOS just got one for Rondo, and HOU has an 8.4M one), and TPEs can't be combined with other exceptions or salaries. So which teams have cap room? For what? Lin's is the only one they have, and it's for 8.4M
I think that the Sixers are the only team that has enough cap room to absorb Smith's contract, and I can't see them using it on him.
