It's a de-motivational poster titled "Party Foul... Never pass out at a party with d-bag friends!" and it depicts a dude passed out in a bathtub with a giant red penis drawn on his chest, along with a LOT of other graffiti, all done in Sharpie. We know it was done in Sharpie because there's a red Sharpie sticking out of one ear, and a black Sharpie sticking out of the other. His face is almost completely covered with drawings, including what appears to be a spooging penis pointed at his mouth.

Oh, and I almost forgot: He's wearing Mickey Mouse ears.
