Did you ever meet a parent who thought they did a shitty job raising their kids? Yet there are tons of kids that are utter maggots.

These two don't strike me as great parents. The father has been AWOL for most of their lives and the mother moved back to Russia without them.

In general, people are a amalgamation of their environment from ages 3-18. That environment is the parents responsibility during that time. So Yes.
 
I think you took that out of context a little bit. But unless the parents were instructing the kids in the ways of terrorism, I don't think it's right to blame (or punish) them.

Blame? Absolutely. Punish? Possibly, but it depends on many factors...

If my son one day created two pressure cooker bombs filled with shrapnel that indiscriminately killed three people and injured 200+ people, I'd think I failed as a parent.

Failing as a parent doesn't mean you deserve the blame for whatever your offspring did, in my opinion.
