I dont think its really a "diss". He's just squashing the rumors that the local writers come up with while they sit on their couch and watch crap TV like America's Got Talent.
It was first reported by Alan Hahn, a NYC beatwriter.
is this a real Twitter?

KP would probably want no part of coming back anyways. Great GM's want no part of this organization. It's what led to hiring Choad.
Allen is becoming a national punchline in NBA circles, and he's worried about a rumor involving KP.
Does this mean that KP pwns Paul Allen?
There was absolutely no need for the organization to go all out in denying this rumor, with Larry doing interviews and PA tweeting specifically, and vehemently that KP is not in consideration. Makes it look petty and unprofessional.

It's pretty obvious this franchise fears the greatness that is Kevin Pritchard
Only other time they've done something like this is Warkentien. Someone draw some conclusions from that.
Sure there was - we as fans want to be in the know, so they informed us. I appreciate it. How is shooting down a rumor unprofessional? Some of you just want to bitch.

They could have denied the rumor with tact.
Larry doing multiple interviews to go to the lengths to deny it. PA saying "Blazers would never hire" him just makes it seem like they're going out of their ways to distance themselves from KP (for seemingly no reason at all). This, after they embarrassingly fired him before the draft last year.
Whatever the beef between KP and PA is, it will hopefully come out in July once KP's contract ends.
