that doesn't surprise me. IMO, pitcher's are brought back too early, one year is often not enough. Being a 4 time shoulder surgery guinea pig, the shoulder just begins to heal close to 60-80 percent after 1 entire year.
Case in point, Rick Burleson, took him the better part of 4 years, to return to form after his rotator cuff surgery.
It often takes a good year plus, a year just to regain control, another year to regain velocity, speed, arm strength, and get that sharp break on a breaking pitch.
I never could recover from the 3rd rotator cuff surgery, then again, the surgeons had to break the damn shoulder, to remove a large Mass on top of repairing the cuff, and grinding out the socket, acromion, et al. Then 3 ea. 2-3/4 inch long screws put it back together again.
I never gained control period, let alone speed. Control 1st, and what once was spot on accuracy could no longer literally hit the broad side of a barn....just saying......
