Something similar happened in Australia a couple of years back.

Someone uploaded every White Pages in the country, and kept moving the site around as it got shut down.

You could search for anyone, anywhere in the country; by name, or address, or phone number.

Yep, you could punch in random numbers, and it would give you a name, and an address.

Eventually it was all shut down; I don't remember hearing that anyone was caught.

With the website I was referring to, you could search based on a phone number; which I believe is illegal in this country (but not in the US of A it seems).
