In 1970, nine percent of California's population was comprised of immigrants; by 2008 it was 27 percent. A new report from the Center for Immigration Studies (CIS) finds that as a result of immigration, California now has the least-educated labor force of any state. Historically, California was not a state with a disproportionately large unskilled population, like Appalachia or parts of the South. However, immigration has transformed the state. Absent a change in immigration policy, other parts of the country may be transformed in a similar fashion.

The report, "A State Transformed: Immigration and the New California," can be found at http://www.cis.org/california-education. Among the findings:

* In 1970 California had the 7th most educated work force of the 50 states in terms of the share of its workers who had completed high school. By 2008, it ranked 50th, making it the least-educated state. One in six workers in the state has not graduated high school.


* The decline in education in California is large relative to other states. The percentage of Californians who have completed high school has increased since 1970; however, all other states made much more progress in improving education levels. As a result, California has fallen behind the rest of the country.


* The large relative decline in education in California is a direct result of immigration. Without immigrants, the share of California's labor force that has completed high school would be above the national average.


* There is no indication that California will soon close the educational gap. California ranks 35th in terms of the share of its 19-year-olds who have completed high school. Moreover, one-third of the adult immigrants who settled in the state in 2007 and 2008 had not completed high school, adding 91,000 new unskilled adults to the state.


* In 1970, California was right at the national average in terms of income inequality, ranking 25th in the nation. By 2008, it was the 6th most unequal state in the country based on the commonly used Gini coefficient, which measures how evenly income is distributed.


* California's income distribution in 2008 was more unequal than was Mississippi's in 1970.


* While historical data on welfare are not available, we can say that in 2008 California ranked 11th highest in terms of the share of its households accessing at least one major welfare program and 8th highest in terms of the share of the state's population without health insurance.


* The large share of California's adults who have very little education is likely to strain social services and make it challenging for the state to generate sufficient tax revenue to cover the demands for services made by its large unskilled population.

Study already debunked. First, it was done by an anti-immigrant group, hardly unbiased. Second, it looked at just one factor, high school dropout rate.

According to Dr. Hans P. Johnson, Associate Director of Research for the Public Policy Institute of California, a nonprofit group whose purpose is to inform on policy issues in the state, although the state does have a high number of residents without hs diplomas, it is 12th of 50 states in residents with advanced degree, 31% of whom are immigrants. Also, among immigrants who arrived between 2005 and 2008, 36% had 4 year degrees compared with 33% who had not finished high school.

So essentially what you are seeing are results skewed toward both ends of the educational spectrum.

California is also 13th overall in percentage of residents with college degrees.

But don't let any facts get in the way of bigotry.
 
Just take a look at the state and you know its completely fucked. You stick a bunch of non-english speaking illegals in schools, eventually its going to slow down the machine and put stresses on the system in multiple ways.

Its not rocket science.

The public school system ranks in the bottom consistently, either 49th or 50th, yet it has one of the highest average salaries. California ranks high in % of college degrees because unlike most states, it has 4 major metropolitan areas, the LA Area, the San Diego Area, the SF Bay Area and San Jose area (that is separate enough from the bay). Even throw OC in there. Most states have one...maybe two of these major cities, which do have a higher percentage of college grads than flyerovervilles. With this in mind and being 13th, IMO, its pretty sorry.

Are you talking about "immigrants" or "illegal immigrants". There's a world of difference. There's nothing like a wave of brilliant, highly-educated asians, indians and europeans who immigrate here legally versus mexicans who can swim across a river or run fast over mountains to "fix the curve" so to speak.
 
California always has booms and busts. There's a lot of wasteful administrative spending in the education department and a lot of illegal contract bidding. Someone working for the school district and ripping it off from the inside leads to a lot of damage and resources lost.

The counter argument is it benefits the state to go bankrupt so they can renegotiate all the atrocious pension funds due. I'm not sure having the chance to hit the 'reset' button is all that bad.

They said if CA defaults those contracts they signed wouldn't be valid anymore. It would go into the bankruptcy process and at some point they'd have to renegotiate. You're right though it would be a legal mess.

What, are they going to just take away people's retirement/pensions they earned? There is no way to break those contracts as far as I'm concerned. The federal government would have to step in and infuse money into California before that would happen and then California would take down the rest of the United States with it IMO. It would make the debacle of Greece and the European Union look like a minor inconvenience.

Its hard enough to overturn ballot measures in this state due to the bureaucracy. You put this poorly ran state versus the unions and they will get slaughtered.

Immigration and Customs Enforcement officials are preparing to roll out a series of changes at several privately owned immigration detention centers, including relaxing some security measures for low-risk detainees and offering art classes, bingo and continental breakfast on the weekends.

The changes, detailed in an internal ICE e-mail obtained by the Houston Chronicle, were welcomed by immigrant advocates who have been waiting for the Obama administration to deliver on a promise made in August to overhaul the nation's immigration detention system.

The 28 changes identified in the e-mail range from the superficial to the substantive. In addition to “softening the look of the facility” with hanging plants and offering fresh carrot sticks, ICE will allow for the “free movement” of low-risk detainees, expand visiting hours and provide unmonitored phone lines.

ICE officials said the changes are part of broader efforts to make the immigration detention system less penal and more humane.

But the plans are prompting protests by ICE's union leaders, who say they will jeopardize the safety of agents, guards and detainees and increase the bottom line for taxpayers. Tre Rebstock, president for Local 3332, the ICE union in Houston, likened the changes to creating “an all-inclusive resort” for immigration detainees.

Without reading the article, I can only guess that there was a mass emigration out of Alabama and they all relocted to Cali ... am I close?
