Laws enacted in Oregon much prior to Oregon becoming a State, are more to do with British rule under the influence of the Hudson Bay Co. But for Astoria, it was Hudson bay territory. Oregon then included British Columbia.
US settlers changed that in the 1850s, so it transitioned to the US. Perhaps someone with more accurate history here can fill in a bit?

The MarAzul is anchored this evening at the mouth of the John Day River where flows into the John Day channel at Tongue Pt. Good Bass fishing river I am told.
Today we pasted some land marks on the Columbia river, Jim Crow Point that juts out into the river prominently, covered with big Spruce, a hansom land mark. Near by is Jim Crow creek, and on the opposite side of the river is Jim Crow sands.
Yep! These are all named in honor of black man, resident of Astoria back in the 19th century, not sure when exactly, but the question I had was, how can it be if Blacks were not allowed in Oregon? I know they had the law, but when was it enforced?
Oregon became a state in 1859 and the 14th came into being in 1868. It doesn't seem to have affected old Jim Crow.

Well, that lends a little more light to the story.

I noted the part here though;

It is not going to be that easy to change the name of the Land marks. They are on Nautical charts and reference point in the Sailing directions and.... I think they have been trying for several years to change this name but... It is still on the charts.

Btw, Minstrel shows were being put on in Oregon Public school in the 40's. I don't remember them in the 50's.

Oregon Territory Public School (there was only 1). MarAzul was the headmaster.
