Laws enacted in Oregon much prior to Oregon becoming a State, are more to do with British rule under the influence of the Hudson Bay Co. But for Astoria, it was Hudson bay territory. Oregon then included British Columbia.
US settlers changed that in the 1850s, so it transitioned to the US. Perhaps someone with more accurate history here can fill in a bit?
