You can trade at anytime, but to sign-and-trade a free agent, it'd have to be during the free agent period, which is after the draft.

No, trade away but this is just like real life. You can't trade free agents at all in real life either. You can't trade players who have player options unless they've officially accepted that option in real life. You can also trade picks. So for the Blazers you can pretty much trade anyone other than Nurk, Napier, Connaughton, and Davis. You also have the 24th pick and the trade exceptions.

I want to stay somewhat true to the team so I will probably say that I'm planning on keeping Taurean Prince and John Collins (but not firm on that stance).

I have Kent Bazemore and Dennis Schroder on the trade block if anyone wants to make me some offers for either. I have picks #3, 19, 30, and 34. Keep in mind the Hawks are in a rebuild so no I probably won't be looking to attach picks for you to take on bad contracts. I will however be willing to take on bad contracts if needed.

17/18 salaries right now, yes. Not sure what your question is with the tax? This point of the process the tax doesn't come into play as the tax day has already passed for calculating the payment. Your moves could influence your cap space available for free agency though.

Yeah, it's pretty obvious you're keeping him if you're the Mavs so it doesn't really matter when you declare.
