A man has been arrested in a hit-and-run crash that injured a Rose Quarter security guard Tuesday morning, Portland police said.
The suspect, identified as Marc Lacy, 24, was found at a home in the 4500 block of North Vancouver Avenue. He was interviewed by detectives and booked into the Multnomah County Jail late Tuesday.
Lacy faces arraignment Wednesday in Multnomah County Circuit Court. Accusations include second-degree assault, felony hit-and-run, first-degree criminal mischief and intoxicated driving.
Elizabeth Forcia, 44, of Aurora was hit by a white Ford Explorer about 6:20 a.m. in a parking lot at North Benton Avenue and Winning Way that had a chain restricting access cut or broken, possibly by the male driver.
Forcia was hit while attempting to get out of the vehicle's path as it sped out of the lot, police said.
She was taken to the hospital with non-life-threatening injuries.

A friend of mine did a similar thing and intentially chased after a guy in a SUV who teased him at a store, and then ran over the guys arm. My friend originally posted "no contest" for second degree assault (measure 11 crime - Felony B), and later on did a plea deal and had the charge dropped to third degree assault but was sentenced to 22 months in prison, 20% off for good behavior. I believe my friend served 18 months and when I saw him last his personality has completely changed.

Now from what I understand with Oregon law, if the defendant is found guilty of second degree assault they would face a mandatory minimum of nearly six years in prison. So in other words Marc Lacy, 24 will probably get 3+ years or more for these crimes.

(b) Failure to perform the duties of a driver to injured persons is a Class B felony if a person suffers serious physical injury as defined in ORS 161.015 or dies as a result of the accident.

I think she went above her limits. She was smart to take a picture of the guy with her phone before the guy went ape-shit and ran into her. Good instinct on her part. Marc Lacy is fucked and will get jail time now.
