His 2nd 10-day contract expired and the Blazers decided not to extend him a contract for the rest of the season. So, will they leave that 15th roster spot open or add another body?

Yes. The only players who wouldn't be eligible for the playoffs would be any who may have been waived by their former team after March 1st. Free agents or players who were waived prior to that can still be signed and be eligible for the playoffs.

I don't think this surprises anyone. He was 31 or 32, and we just signed a back up (3rd string really) center for about 1.5 years.

Regardless of Pender's rehab, I highly doubt that he would bring anything useful to our playoff hopes. Well, maybe 6 hard fouls and a second cheerleader on the bench behind Patty. Anyways, I wouldn't hold your breath for Jeff this year.
