Apparently, according to him, he did.

From: Blazers Blog

Ian Thomson of Sports Illustrated is reporting that Shaquille O'Neal nixed a potential trade involving Raef LaFrentz's expiring contract that would have sent him to Portland before last season's trade deadline back in February.

"During the middle of the season, Steve said Portland was interested," said O'Neal. "He said was I interested in going to Portland? I told him no, so he stopped that."
The Blazers, however, are adamant that they didn't try to trade for Shaq in February. "Why would we when we've got Greg (Oden) developing and we've already got (Joel) Przybilla?" said a Blazers official who asked to remain anonymous. "If were in go-for-it mode, maybe we would be more interested." More >>

It doesn't really make sense for the Blazers, depending on what else they were giving up in the alleged deal. The 'anonymous Blazers official' makes a good point when you think about how bringing Shaq into town would affect the roles of both Przybilla and Oden. Perhaps more so for Joel considering the history between Shaq and Przybilla. Would you really want to see Shaq on this team? Does that make the Blazers an instant contender?

Who knows what is actually true ... in some ways you have to wonder if they were willing to part with Joel and then let Shaq kind of act like the transition piece for the next couple of years, but more importantly have his massive 20 million dollar expiring contract for 2010 when the better free agent class was going to be available.

Hope we win the ring next year, beating the Cavs in the finals.

I doubt the Blazers had serious interest in Shaq, but it really wouldn't surprise me if KP placed a phone call. Why not? It never hurts to ask. Besides, who knows where that conversation could lead. On top of that, you're building rapport with a fellow GM and you're getting a free appraisal of your team. I'm sure KP strolls down every open avenue, whether he thinks it's going to lead anywhere or not.

Ramblin Rod was a fucking genius

No way that would've worked. Shaq, Greg and Joel? No thanks.

Shaq for Raef?

No. Doesn't work anyway.

Maybe the Blazers were looking at:

Shaq for Pryz & Raef. Or:

Shaq/Nash for Pryz & Raef & Bayless & Blake
