Somewhat OT: Why does Hollinger list Suns as having a 1.3 playoff chance?

All 8 seeds have been clinched but Utah's odds remains at 99.5 and Mavs at 99.2. If all seeds are clinched, shouldn't those numbers be at 100% and the Suns be at 0%? Strange.
