Damage is already done. He will pay them back to companies that sue. Companies will pocket the money. Companies won't lower their prices back to pre-tariff rates.

Trump imposed 47% tariffs on Vietnam. Trump family wanted to build a golf course in Vietnam. The Vietnamese ignored at least six of their own laws to expedite approval. The prime minister joined Eric Trump for ribbon cutting. And tariffs lowered to 20%.
Switzerland hit with 49% tariffs. Trump said it was because Swiss president annoyed him. He really hates women in power. The Swiss sent a delegation with a gold Rolex clock and personalized gold bar. And tariffs lowered to 10%.
Apple worried about tariffs on components for iPhone and iPad. Tim Cook brought Trump a gold doodad. He got exemption.
That's why Trump loves tariffs. Not because they are part of an economic strategy because he is not strategic. Because they turn him into a king with foreign governments and CEOs giving him tribute and flattering him.
