Taxes: What is a "fair share"?

Reading through Bernie's tax proposals, he continually states that the "rich" and "1%" need to start paying their "fair share".

For example: "“You have to be prepared to ask the wealthiest people and largest corporations to start paying their fair share of taxes,” he said.

So what does it mean for someone to be paying their "fair share" for taxes?
