What does it mean? How can/will it benefit the Blazers? Might it be relevant involving any trade the Blazers may be making before the TD?

It might. But it was pointed out on NBATV when I was watching the other night, that this year, a lot of teams have trade exceptions to sling around. So its not like we are in an exclusive club. Does it make it easier? Yes. Does it give us an advantage? Not so much in a year when plenty of teams have an exception.
 
Such small exceptions aren't worth much. It can be used only to acquire a player who makes as much or less than the exception. It can't be combined with other assets. Any player worth having making that little is unlikely to be available for salary relief.

We can receive a player in trade whose salary is less than the amount of the exception, and exclude that player's salary from the 125% salary matching calculation. The most likely situation (IMO) where that would be relevant would be if we were to trade a draft pick for a player (such as with the Anthony Randolph speculation that ran rampant recently).

A trade exception is kind of like having imaginary cap space.
