In early December, Portland Police Chief Mike Reese told the city’s Housing Commissioner Dan Saltzman that he was considering filing a chronic nuisance property complaint against Bud Clark Commons Apartments, the $47 million crown jewel in the city’s battle against homelessness.

The commons complex is based on a national model called Housing First. From the start, residents have known they can keep their apartments for life even if they never pay rent, and that drug use and drinking in those apartments will be tolerated if kept behind closed doors.

In 2012, management at Bud Clark Commons issued 123 “concern forms” and took 262 pre-eviction actions against tenants. Through June 2013, 24 tenants had been evicted or left because of lease violations, and 28 had died.

I was thinking about this today. What is the best way to put together a place for homeless to bathe and sleep. I don't think you can give them privacy because they'll do a bunch of drugs and shit. I think a gymnasium style area with cots.
 
I agree. This model won't work. You're seeing many taking advantage of this system. They have problems, drugs and/or mental, but this is the epitome of sponging resources.

Where is the incentive to get on your feet? One person in three years got a steady enough job to move out -- 28 died from overdoses. A 28:1 ratio ought to raise a few red flags.

You can drink and shoot up here in these posh units, just don't do it in public.

If you want to do a program where you learn you need not do that shit, living in that building will doom you to failure.

Its not about learning, its public health. Having homeless people smelly, sleeping outside, remaining urine soaked taking shits in the street is a public nuisance and safety hazard. There should be some way to fund this or have them do something like trash pickup around the city as a condition of using a facility. Even that may be asking too much though.
 
They put it right next to the train station. It's such bull shit to dump that nest of crap there.

I hear you sir and agree. My point is the do gooders that put all these troubled people in the same building do not do them a favor either.

Put them back on the street. Surely they will use less drugs, while bothering passers-by. We do-badders know this.

I'm so glad you "don't feel" like there is a problem. Last time I checked "feeling" isn't factual data.


This place is a shit hole and should be overhauled. What a waste of money. Reminds me of my best friend's sister-in-law that gets state assistance every month after being arrested (multiple times mind you) for using heroin near schools etc. What does she do with her state assistance you wonder? Well you shouldn't, she just blows it on more drugs. Our tax dollars hard at work.

Basically Portland has herded the homeless into one area, allows them to break the law, and now wonders why the place is a shit hole.

It's basically like throwing them all into jail, except at Bud Clark, they don't get 3 squares a day.
