The "foul to give"

Questions:

A) If a team is in the penalty in the first ten minutes of the quarter, does it still have that one foul to give in the final two minutes that will not send their opponent to the line with a basic non-shooting foul?

B) If a team has NOT committed a foul (or has only committed one or two fouls) in the first ten minutes of the quarter, does the opponent still shoot free throws on the second foul (even if it is non-shooting) in the final two minutes?

Once the team commits it's fifth foul, the other team shoots free throws and is in the bonus the rest of the quarter (2 mins doesn't come into play).

If they have no fouls with two mins left, they have to commit one foul in the last two mins and then after that the fouls starts giving the other team free throws.

I think the 2 min rule it was designed so you don't have to foul 2-3 times at the end of the game (quarter) to start putting players on the line.
