Seems awfully populist-pandering to me (restricting pay for mean rich guys/gals), rather than work on what the problems are.

Granted, it's only a few banks who got TARP money. So maybe this is petty, and not worth worrying about. Then why is the FED worried about it?

Because taxpayers might get riled when they find out that their taxes paid some dude $100 million and he has solid gold toilets in his house.
