The best answer I've seen is weird types of ball lightning, which we still don't full understand. It is happening during a lightning storm.

It seems ridiculous for it to be aliens, but it looks really wild, regardless.

I've seen the video, and two obviously photo-shopped photos tweeted by the same guy. Where are these hundreds of witnesses? Got a link?
 
The "lights" (reflections of the stuff behind the driver in the side mirror) stay in front of the sign/billboard structure at about 21 seconds into the clip.

Plus they move with every bounce and shake of the camera.
