IIRC, teams are allowed up to 20 players under contract in the off-season....might not technically be the off-season till July

Can't sign draft picks until July so roster limits don't matter.

The roster needs to be cut down in mid October. Only on s2 is there ever so much worry about the room on the roster for the 17th man.
