If he is waived by Chicago, he becomes an unrestricted FA. His current contract has no bearing on anything. Doesn't matter one bit if it was 1 year or 4 years left on his contract. Nor does it matter if his contract was for $1M or $20M.

If Portland picked him up, it would be for the Vet Minimum.
That being said, he's well past his prime. There are other players that I would have much higher on my priority list to sign over Allen.

No exactly, for 48 hours nba teams in a certain order can opt to claim him of the waivers by taking on his salary. If the Blazers really wanted him and did not believe he will sign with them as a UFA after that 48 hour period - they can claim him off the waivers for his salary.

And the cap charge for a Vet min player is the amount Eggers listed--1.5 million (actually 1.471, but that's just rounding).

I wouldn't mind if they claimed him off waivers since they have the open roster spot. My guess is that they aren't willing to add to the payroll though and I would expect them to keep that open roster spot until after the trade deadline just in case.

He was already losing his value in the post-Warriors/post-spacing world. If he were still an amazing defender, he could still provide some Roberson-like value on a team filled with other scoring options. He's not only no longer an amazing defender, Portland isn't really the best offensive environment for a non-shooter, with only two major players (Lillard and McCollum) providing reliable shooting.
